The cost of moving to Cyprus: the official charges, and the rest you budget yourself
The official cost of living in Cyprus for a newcomer is a short list: GESY contributions of 2.65% to 4.00% of income, a €20 EU registration fee and property-file fees. Rent and everyday prices have no official benchmark.

This page explains the general rules as published by the Cyprus authorities on the date shown. Rates, thresholds and procedures change, and your position depends on facts we do not know. Before you act, confirm the figures with the Tax Department or the Department of Lands and Surveys and take advice from a lawyer registered with the Cyprus Bar Association or a licensed accountant.
What this page counts, and what it leaves out#
The cost of living in Cyprus splits into two kinds of figure. The first kind is set by law: health contributions, registration fees, the charges on a property file. These are the same for everyone in the same position, and this page quotes them from the statute or the department that sets them.
The second kind is everything else: rent, groceries, school fees, insurance, a car. No Cyprus authority publishes a figure for these that a newcomer could use as a ready-made budget, and this page does not invent one. Figures that circulate online for "monthly cost of living in Limassol" come from surveys, portals and blogs, and they vary with the method and the month.
So the page does two things. It lists the official charges a newcomer meets, with their source. It then explains which official statistics describe prices in Cyprus, so you can see how prices are moving without relying on a guess about what they are.
Health contributions under GESY#
The General Healthcare System is funded by contributions fixed in the General Healthcare System Law 89(I)/2001.1 The rates depend on how you earn your income:
| Who pays | Contribution rate | On what |
|---|---|---|
| Employee | 2.65% | earnings |
| Employer | 2.90% | each employee's earnings |
| Self-employed | 4.00% | earnings |
| Pensioner | 2.65% | pension |
| Person with other income (for example rent) | 2.65% | that income |
The table reproduces section 19(1) of the law.1 Contributions are charged on no more than €180,000 of a person's combined earnings, pensions and other income in a year; anything paid above that ceiling can be reclaimed.1
The arithmetic above applies the 2.65% rate from section 19(1) to an illustrative €12,000 of rent: €12,000 × 2.65% = €318.1 Your own position depends on how GESY classifies your income; check it with the Health Insurance Organisation or a licensed accountant.
Residence registration and permits#
EU citizens#
Law 7(I)/2007 sets a fee of €20 for the registration certificate that Union citizens need when they stay in Cyprus for more than three months.2 The same law requires registration within four months of arrival and makes failure to register an offence with a fine of up to €2,500.2
Non-EU citizens#
Residence permits for third-country nationals are issued under the Aliens and Immigration Law, Cap. 105, by the Civil Registry and Migration Department.3 Fees depend on the permit category and are set by the department; this page does not quote them, because we have not found a published schedule we can cite for every category. Ask the department for the fee for your category when you apply, and budget for document translations and certified copies as well.
Charges on the property file#
The fees on the purchase itself (transfer fees, VAT and the fee for depositing the contract) are explained in costs of buying property in Cyprus. Three points matter for a newcomer's budget.
The Department of Lands and Surveys charges €50.00 to deposit a contract of sale, which must be done within six months of signing.6 Stamp duty no longer applies to documents signed from 1 January 2026: Law 239(I)/2025 abolished the Stamp Duty Laws from that date.4 The state immovable property tax was abolished from 1 January 2017, so there is no annual national property tax to budget for.5
Local authority charges for refuse, sewerage and similar services are set by each municipality or community and are not quoted here.
What official statistics show about prices#
The Cyprus Statistical Service (Cystat) publishes the Consumer Price Index and the EU-harmonised index of consumer prices (HICP) each month, and it runs a periodic Household Budget Survey on how households spend. These series measure how prices change and how spending is divided; they do not give a typical monthly bill for a newcomer.
This page does not quote the latest inflation figure, because we could not retrieve Cystat's release in a form we can cite on the date shown. Read it on Cystat's site for the current month.
For housing, the official series are house price indices and sales counts by district, published in the Cyprus house price index section; they describe sale prices, not rents. This page publishes no rent figure, because no official source we use gives an average rent a newcomer could budget with.
A budget is personal#
Use the official charges above as fixed lines, then add the items only you can price: rent or a mortgage, schooling, insurance, transport and your own spending. Get quotes in writing for anything large, and date them, because none of these figures stays still.
