Moving to Cyprus after buying: the official checklist, step by step

Moving to Cyprus after a purchase runs on two tracks: deposit the contract of sale within six months, then register your residence (within four months for EU citizens), join GESY and transfer the title and utilities.

This page explains the general rules as published by the Cyprus authorities on the date shown. Rates, thresholds and procedures change, and your position depends on facts we do not know. Before you act, confirm the figures with the Tax Department or the Department of Lands and Surveys and take advice from a lawyer registered with the Cyprus Bar Association or a licensed accountant.

How to use this checklist#

Moving to Cyprus after a purchase involves two separate tracks: the property file, which runs through the Department of Lands and Surveys (DLS), and your personal status, which runs through the immigration, health and tax authorities. They move at different speeds, and a delay on one does not pause the other.

The steps below follow the order most buyers meet them. Each one names the official body responsible and, where the authority publishes it, the rule or deadline in its own words. This page gives no processing times or fees that the authorities have not published, and it does not repeat the buying process itself: for that, read how to buy property in Cyprus.

Before you move: the property file#

Permission to buy (non-EU buyers)#

Under Cap. 109, a person who counts as an "alien" may not acquire immovable property without prior permission of the Council of Ministers.1 Citizens of EU member states and of states party to the European Economic Area Agreement are excluded from the definition, so they need no permission.1 The DLS lists the permit among the documents it requires at transfer where the buyer is a foreign person under Cap. 109.2 Who qualifies, and how the permission is applied for, is covered in can foreigners buy property in Cyprus.

Deposit the contract of sale#

The DLS accepts a contract of sale for deposit within six months of the date it was signed, and charges €50.00 for depositing it.3 The Department warns that if the contract is not deposited within six months of signing, the transfer fees become payable with a 10% increase.4 Depositing the contract is what protects your claim to the property while the title is still in the seller's name; it is worth confirming with your lawyer that it has been done before you plan the move.

On arrival: your residence status#

EU citizens#

Law 7(I)/2007 requires Union citizens staying in the Republic for more than three months to register in the Civil Registry within four months of their arrival.5 The law sets a fee of €20 for the registration certificate, and failing to register is an offence punishable by a fine of up to €2,500.5

Non-EU citizens#

Residence permits for third-country nationals are issued under the Aliens and Immigration Law, Cap. 105.6 Owning property does not by itself give a right to live in Cyprus; you need a permit in a category that fits your circumstances. Applications are handled by the Civil Registry and Migration Department, whose pages set out the categories and the documents each one requires.7

The Deputy Ministry of Migration and International Protection has announced that from 1 January 2027 renewals of residence permits in the categories it lists will be submitted only online.8 If you already hold a permit, check whether your category is on that list before it falls due for renewal.

Health: registering with GESY#

The General Healthcare System (GESY) was set up by the General Healthcare System Law 89(I)/2001, and it is funded by contributions set in that law.9 Registration as a beneficiary is a separate step from your residence registration: you register with the Health Insurance Organisation and choose a personal doctor.

Contributions follow your income. The law sets 2.65% on employees' earnings, on pensions and on other income such as rent, and 4.00% on the earnings of the self-employed, with contributions charged on no more than €180,000 of combined income.9 Eligibility depends on your residence status, so register with the immigration authorities first and then follow the Health Insurance Organisation's own instructions at gesy.org.cy.

The home: title, utilities and local registrations#

Title transfer#

The title deed passes into your name only when the transfer is registered at the District Lands Office. Transfer fees are charged at that point under the DLS fee scale, and no fee is due where VAT was charged on the purchase.2 The fee bands and the reduction that applies are explained in costs of buying property in Cyprus.

Utilities#

Electricity, water and sewerage accounts need to move into your name. Ask the seller or your lawyer for the account numbers and the bodies that serve the property, because water and sewerage are run locally and the authority depends on where the home is.

Local authority#

Register the property with the municipality or community for local charges, and keep the receipts with your property file. These charges are set locally, so this page does not quote them.

Tax, car and driving licence#

Tax registration#

If you will have income in Cyprus, including rent from the property, ask the Tax Department whether you need to register and obtain a tax identification code. Tax residency for people moving to Cyprus is a separate question with its own tests; take advice from a licensed accountant before you rely on any status.

Driving licence and car#

Whether a foreign licence can be exchanged, and on what terms, depends on the country that issued it. The Road Transport Department sets the rules; this page states none of them, because we have not found them published in a form we can cite. Check the Department's page for your country before you ship a car or let a foreign licence lapse.

Questions readers ask

What should I do first after buying property in CyprusDo EU citizens need to register when moving to CyprusDoes buying property give me the right to live in CyprusWhen do I register with GESYCan I exchange my foreign driving licence in Cyprus

What should I do first after buying property in Cyprus?#
Make sure the contract of sale has been deposited at the Department of Lands and Surveys. It must be deposited within six months of signing, and the Department warns that late deposit makes the transfer fees payable with a 10% increase.
Do EU citizens need to register when moving to Cyprus?#
Yes. Law 7(I)/2007 requires Union citizens staying more than three months to register with the Civil Registry within four months of arrival; the registration certificate costs €20.
Does buying property give me the right to live in Cyprus?#
No. Non-EU citizens need a residence permit in a category that fits their circumstances, issued under the Aliens and Immigration Law, Cap. 105, by the Civil Registry and Migration Department.
When do I register with GESY?#
After your residence status is in place, register with the Health Insurance Organisation and choose a personal doctor. Contributions are set by the General Healthcare System Law, for example 2.65% on pensions and on rental income.
Can I exchange my foreign driving licence in Cyprus?#
It depends on the country that issued it. The Road Transport Department sets the rules; check its page for your country before your licence lapses.
